Watering Restrictions

New Watering Violation Enforcement Process

Water conservation has become a critical issue in Central Florida. We all need to do our part to use water more efficiently. On February 23, 2010, in order to comply with the rules of St. Johns River and South Florida Water Management Districts, Orange County adopted Water Conservation Ordinance No. 2010-02 limiting the number of days and hours irrigation can occur each week. Outdoor irrigation is limited to 1 day per week during Eastern Standard Time (from the first Sunday in November until the second Sunday in March) and 2 days per week during Daylight Saving Time (from the second Sunday in March until the first Sunday in November). No watering is allowed between 10 a.m. and 4 p.m. Water only when necessary. This ordinance applies to landscape irrigation regardless of whether the water comes from groundwater or surface water, from a private well or pump, or from a public or private utility.

FIRST TIME violators will receive a warning through a door hanger notice and by certified letter.

REPEAT violators will be subject to a fine of $25 per violation. A violator can appeal to a Hearing Officer after a written request is submitted and a $25 filing fee is made. Failure to pay the fine or to contest the violation within 30 days will be considered an admission of liability and fines may be collected by any available legal means, including adding the fine to the water bill of the account holder. If you have questions regarding the mandatory watering restrictions, or need assistance resetting your irrigation controller, please call the Orange County Utilities Water Division at 407−254−9850 (select option 1, then option 2).

If you are an Orange County Utilities potable water customer with an in-ground irrigation system that uses at least 15,000 gallons of water per month, you may be eligible for a free irrigation evaluation. Call the Orange County Utilities Water Division at 407−254−9850 (select option 1, then option 2) to see if you qualify for this program.

  • Never water your lawn or landscaping between the hours of 10:00 a.m. and 4:00 p.m. During this time, most of the water is lost to evaporation.
  • Use low-flow showerheads.
  • Don’t use running water to defrost food.
  • Turn off the water while brushing your teeth.
